Breast cancer is the second leading cause of cancer death among African American women and the leading cause of cancer death among women 40 to 55 years of age (American Cancer Society, 2002). The five-year survival rate is 69 percent for African American women and 84 percent for white women (Blumenthal, 1996). The higher breast cancer mortality rate for African American women is partially related to the fact that a larger percentage are diagnosed later, at a less treatable stage (American Cancer Society; Phillips, 1995). According to the Centers for Disease Control and Prevention (CDC, 2000), the burden and consequences of cancer have increased over the past 25 years, and if this trend continues, cancer may become the overall leading cause of death. Cancer control activities that include programs designed to increase the availability and use of breast and cervical cancer screening are needed, and followup care by health providers for hard-to-reach populations, such as older minority women who are economically deprived, and have limited education should be implemented (CDC, 2000). Also, the CDC Healthy People 2010 report highlights the need for strong, cohesive, and integrated educational and community-based programs for racial and ethnic minority groups. In addition, it emphasizes the use of interventions specifically designed to meet the age, developmental levels, and cultural, linguistic, and other learning needs of diverse target audiences. There is a need to increase partnerships between planned community health promotion programs and community organizations (CDC, 2000).
